Introduction

The  Eighth Session of Islamic Conference of Foreign Ministers (ICFM) Organization of Islamic Conference (OIC)  held in Tripoli from 27 Jamadil Awal to 3 Jamadil Thani 1397 H ( 16- 22 May 1977 AD) adopted  resolution No.   (11/8-c) that stipulates to establish an Islamic organization in order to meet the humane purposes and cooperate with the associations of Red Crescent and Red Cross and other similar human organizations.

 In accordance to this resolution, the procedures to establish this organization started to prepare the agreement that was adopted later by the Islamic Conference of Foreign Ministers (ICFM), as explained hereafter:-

 

I - Establishment:-

1. A meeting of the group of expert jurists was held in Benghazi on 16-18 December 1974 ad. for establishing an Islamic committee of Red  Crescent as an  implementation of the aforesaid  resolution 11/8 and the delegates of the following countries attended the meeting :

Libya – Saudi Arabia – Iraq – The General Secretariat of the Organization Islamic Conference– The general Secretariat of the organization of Arab  Societies of Red Crescent and Red Cross.

2.  Several meetings were held to establish the first procedures with the participation of Libya and the General Secretariat of the Organization of Islamic Conference with the cooperation of the expert jurists group which redacted  a draft for agreement establishing the Islamic Committee of International Crescent and that was  discussed during five successive sessions of the Islamic Conference of Foreign Ministers.

3.  The Twelfth Islamic Conference of Foreign Ministers held in Baghdad – Iraq on  29 Rajab till 4th  of Shaaban ( from  1st to 6th of June ) issued the resolution No. 4/12 which includes the approval of establishing a Committee formed of 9 member states  namely:-

 

Saudi a Arabia – Jordon – Mali – Cameroon – Kuwait – Indonesia – Libya – Turkey and Senegal in order to complete the following establishing procedures of the Islamic Committee of International Crescent (ICIC):

*  Preparing the final text  of the agreement of the establishment of the Committee.

*  Taking the necessary measurements of preparing the place for the Committee and the means of its work.

*  Suggesting the frame of positions, systems of administration and project of budget.

 

 4. The agreement of establishing the Islamic Committee of International Crescent (ICIC)  and its place in Benghazi – Libya  (which is one of the specialized institutions of the Organization of Islamic Conference) had been approved according to the resolution (4/13 B) issued by the Thirteenth Islamic Conference of Foreign Ministers held  in Niamey – Niger during the period from 3 – 7 Thi Alqiada1402 H , 22 – 26 August 1982 AD. ).

 

5. Libya (ICIC hosting country) has allocated a building in Benghazi as a headquarter, furnished and equipped it with the necessary communication tools as well as providing the financial assistance to assist the ICIC Administration  in performing its administrative work, periodical meetings and humane activities during the establishment phase .

 

6. The Thirteenth Islamic Conference of Foreign Ministers held in Niamey – Niger issued the resolution No. 3/13 concerning the first composition of the ICIC to follow up the procedures of the foundation stage from the following countries :

Saudi  Arabia – Cameroon – Turkey – Mali – Indonesia – Koweit – Senegal – Qatar in addition the two permanent members: Libya and OIC general secretariat .

 

7.  According to the resolution No.7 – 21 issued by the 21st Islamic Conference of Foreign Ministers held in Karachi from 25 to 29 April 1993, the ICIC composition was decided from the following countries :

Indonesia – Saudi  Arabia – Senegal – Morocco – Iran – Turkey– Guinea – Mali and the two permanent members.

 

8. The ICIC agreement came into force recently after reaching the needed legal quorum and the election of its eight non permanent members during the Islamic Conference of Foreign Ministers held in Kampala on 18 - 20 June 2008.
