Second International Symposium on "Relief Work Between Islamic Jurisprudence and International Practices"

Higher Institute of Islamic Civilization - Zaytouna University

Tunisia 14-15 April 2018

The Islamic Forum of International Humanitarian Law (IFIHL) organized the Second International Symposium on "Relief Work between Islamic Jurisprudence and International Practices" in partnership with the Higher Institute of Islamic Civilization at Zaytouna University on April 14-15, 2018. It was held at the Ibn Khaldun Hall at Zaytouna University. International experts in the field of humanitarian and relief work,participated in this Conference in the presence of Dr. Abdullatif Bouazizi, Director of the Higher Institute of Islamic Civilization, H.E. Ambassador Ali Buhedma, President  of the Islamic Committee of the International Crescent (ICIC) , and H.E. Ambassador Ali bin Hassan Al Hammadi, Secretary General of the Qatar Red Crescent. The agenda of the symposium was held  in four main sessions. The first session included the relief work:  contemporary vision) was chaired by Dr. Fawzi Oussedik IFIHL  President and was the first intervention entitled: Dimensions Makassed for work and humanitarian relief provided by: Dr. Moiz Almjuli Professor of Jurisprudence at the University of Zaytuna. The topic of relief work dealt with the cultural and theoretical dimensions and reviewed the preservation of religion and its relationship to relief work. The lecture focused on the legitimacy of the state, the background of charitable work and the important of charitable work., at the end of the first session, Prof. Mustafa Al-Khayati gave a lecture titled "Relief for the People of the Book" - Prince Abdul Qader as a model, and then followed a second session entitled: the objectives of relief in the light of the purposes of Islamic legitimacy, it was chaired by Dr. Fatima Shikout, Professor of Quran Sciences at the Higher Institute of Islamic Civilization, in which there are two interventions: the first is the nodal dimension in the relief  work of Prof. Dr. Abdel Majeed El-Naggar, Director of the World Center for Scientific Research and Consultation, and the second intervention entitled "Knowledge Transition in Relief Work" and his sciences  at the Higher Institute of Islamic Civilization.

Then, at the end of the first day, a training workshop was held for humanitarian ambassadors entitled "Leadership Skills in Relief Work" by Ms. Zahra Adnan Lafi Al-Hassoun, Coordinator of International Humanitarian Law.

  On the second day of the symposium, two sessions were held with the closing ceremony. The third session was entitled "Relief work in the time of international differences" under the chairmanship of  H.E. Ambassador Ali Mahmoud Buhedma, ICIC President . The first intervention was entitled "Diplomacy for humanitarian and relief work presented by H.E.  Ambassador Ali bin Hassan Al Hammadi. Secretary-General of the Qatar Red Crescent and the second entitled Disaster Response Law Is it an answer for the future? Presented by the IFIHL Chairman  "Dr. Fawzi Oussedik  , while the third was entitled Download of interests and vice in the relief work by  Dr. Abdul Latif  Bouazizi Director of the Higher Institute of Islamic civilization.

The second session was chaired by Dr. Fawzi Oussedik  in partnership with Dr. Sami Al-Faridi. The first intervention was entitled "Unification of the relief work. The Code of Conduct is a model by  Dr. Mohamed H. Elasbali, ICIC  Executive Director and IFIHL Rapporteur " .

 In conclusion, the book of humanitarian terminology book  in the Quran, Sunnah and comparative jurisprudence was inaugurated with the distribution of certificates to the members of the team of ambassadors of humanitarian work at the Higher Institute of Islamic Civilization and the distribution of certificates of attendance to lecturers under the supervision of Dr. Fawzi Oussedik and Ms. Zahra Adnan Lafi Al-Hassoun.

 

 


Participation of the Islamic Forum of International Humanitarian Law (IFIHL( in the Statutory  meetings of the Red Crescent and Red Cross Movement under the title "The Power of Humanity"
Antalya - Turkey

The IFIHL participated in the Statutory meetings of the Red Crescent and Red Cross Movement under the title "The Power of Humanity" hosted by the Turkish Red Crescent Society in Antalya on November 3 - 11, 2017 corresponding to 13 Safar to 22 Safar 1439H. participated by Dr. Fawzi Oussedik , IFIHL Chairman , Dr. Mohamad H. Elasbali, IFIHL Reporter  and  Mrs. Zahra Lafi Al Hassoun , IFIHL Executive Secretary.
These meetings discussed several files dealing with the work of the international humanitarian movement and development of a future plan 2030, the participants was  190 National Societies of Red  Crescent and  Red Cross, the International Federation of Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC) .
The meetings also witnessed the election of the IFRC President and IFRC Board of Governing , the Libyan Crescent Society and the Palestine Red Crescent  were  elected in IFRC Board of Governing , and Mr. Francesco Rocca, President  of Italian Red Cross  were  elected  as IFRC  president.
Dr. Fawzi Oussedik , IFIHL Chairman , had the opportunity to discuss several issues with a number of  RC/RC National Societies focused on establishing ways of cooperation and partnership between institutions and exchange of experiences in the field of international humanitarian law. He also stressed the need to strengthen the mechanisms of humanitarian and relief work in favor  of the refugee and to find solutions to support this category.

Dr. Fawzi Oussedik , IFIHL Chairman  and  Dr. Mohamad H. Elasbali, IFIHL Reporter  met with Ms. Thaya Smith, Director General of the Suriname Red Cross Society  (SRCS), discussed  the cooperation between the IFIHL and SRCS in the fields of international humanitarian law, and inform her  about the official letter of Ministry of Foreign Affairs received by ICIC  on  the desire of Suriname Government to accede to the ICIC Agreement  and handed over a copy of this agreement and ICIC Pamphlet information and request her  to contact with the competent authorities of the Ministry of Foreign Affairs on the completion of the accession procedures on ICIC  agreement and agreed to exchange the visit and to  be in contact  between the two  parties.

 


Islamic Forum of International Humanitarian Law (IFIHL) participated in the Fourth International Forum for humanitarian work

 Kuwait, 08 -09May 2016

Dr. FawziOussedik ,IFIHL Chairman  participated in the Fourth International Forum for humanitarian work which organized  on 08 and 09 May 2016 in Kuwait by the " InternationalMercy " Organization for "Social Reform Society, under the high patronage of His Excellency the First Deputy Chairman Council of Ministers and Foreign Minister; Sheikh / Sabah Khaled Al - Hamad Al- Sabah of Kuwait, the slogan: "partnership .. the strength and sustainability". several humanitarian and charitable organizations in Kuwait and abroad ,participated in the forum including the  Organization of Islamic cooperation (OIC) by HE. Ambassador Hesham Youssef Assistant , OIC Secretary General , the International Committee of the Red Cross ( ICRC ) regional delegation at   the Gulf Cooperation Council in Kuwait , the International Islamic Relief ,Qatar Charity and Humanitarian Relief Organization, also attend by  delegations of  the Arab Red Crescent and Red CrossNational Societies and representatives from international organizations.

The work of this forum have addressed several lectures dealt with the concept of partnership and rooting, also reviewed the mechanisms , requirements and applications, a number of effective experiences, through several axes , and a number of lecturers. Dr. FawziOussedik ,IFIHL Chairman , delivered a paper entitled "legal rules to achieve a partnership with the Arab local and international organizations , " He has been honored and he stressing the way of necessity of activating the principle of partnership for the development of poor communities and to enable charities coordination, quality and formulation of joint programs and initiatives to increase the lead in charity work and humanitarian mechanisms.

Several workshops were set up incidentally addressed a number of issues; the most important of preparation of a code representing the forum, contain values ​​and principles, knowledge and skills, and adoption the Security Risk Management Manual during armed conflicts, and close study considered the forum as an entity international legal personality,  to make ​​ the documents, represents its members in dialogues in international forums and conferences .

Permeated the activities of the forum in exhibition of humanitarian and charity work, and  several partnership agreements signed between a number of societies  and institutions involved ..

The Forum has issued a number of decisions,including:

- Declaration "International Forum for humanitarian action" a personal legal entity, its principles , foundations and controls is imperative that the parties wishing to participate adhered to.

- Adoption the “The humanitarian organizations guide in the field of security risk management , " which was presented to the Forum, and call to be considered a model guided the  humanitarian organizations to manage security risks in their areas of operation .

-Launch the "International Humanitarian Forum Award , " an annual prize for creativity and outstanding achievement, according to the specialization of creative work and major achievements submitted by individuals or institutions in the field of humanitarian and charity work .

-  Preparation of "partnership guide in humanitarian work" includes the standards, procedures and forms that stimulate and guide the application of partnership strategy to humanitarian organizations in the Muslim world with local, regional and international organizations, and commissioning the International Centre for Research and Studies (Midad) to prepare such guide .

-  It decides that the Fifth International Forum for humanitarian action to be  held in May next year and will determine his place later .

-The participants made ​​several recommendations,including:

-  Emphasize the importance of partnership as a strategic option for the advancement of humanitarian work, and the need for international and regional organizations concerned to facilitate the  memoranda of understanding partnerships agreements and give it the importance , priority and adequate support; for the success of partnerships between the humanitarian organizations in the Islamic world at the local, regional and international level .

- The preparation of a draft "rooting for humanitarian principles in Islamic Sharia”   on  the basis of Islamic Sharia values and High principles  which rooting the  humanitarian cooperation and partnership and to compare  with the rules of international humanitarian law.

- Seize the opportunities offered by regional and international organizations partnerships,  and  to achieve the initiative  of  importance humanitarian and development projects and feasibility on the humanitarian level that; to achieve the greatest benefit of humanitarian and charity work through these partnerships .

-The work of all humanitarian organizations to overcome the barriers to achieving partnerships with local, regional and international organizations, investment opportunities and possibilities available to work on achieving those partnerships .

-Taking into account the legal rules in achieving partnerships .

- Take the necessary steps and necessary measures to implement the recommendations of previous meetings and the fourth Forum; to achieve the desired fruits from the establishment of these forums, and give it more effectively .

- Paying attention to all the charitable and humanitarian institutions in the Islamic world to encourage creativity in humanitarian work, and care initiatives submitted by concerned humanitarian work and volunteer teams; because of the development path of humanitarian work in the Muslim world. Inviting charitable and humanitarian organizations in the Islamic world to promote their participation in the World humanitarian Summit, which will be held in Istanbul on  May 23 - 24 2016 ' and  to coordinate with each other to achieve the humanitarian work requirements and aspirations .

-To invite  all relevant parties to the conflict to respect the provisions of international humanitarian law and humanitarian principles and to facilitate the tasks of humanitarian workers, and invite international organizations to follow up on their responsibilities to achieve it .

-The participants hopethe forumto achieve their ambition in more activation of the mechanisms of humanitarian work and achieve the desired objectives in line and principles and rules of international humanitarian law.

 


 

Visit the Faculty of Law, University of Saaeda  - Algeria

13 -15 June 2015

 Prof. Dr. Fawzi Oussedik,  Chairman  of the Islamic Forum of international humanitarian law (IFIHL) , accompanied by Ms. Radiah  Sahrawe , IFIHL Media Advisor  visited  the Faculty of Law, University of Saaeda  - Algeria  on June 13 - 15, 2015 to participate in a scientific seminar on international humanitarian law organized by the protection informant  of human rights between the international and national convention  in the faculty of Law - University of Saaeda  in Algeria, under  supervised of  Dr. Asswad  Mohamed Lamine.

In the first day they  met with the scientific committee  of Faculty of Law and Political Science, and  Dr. Lareid Mohamed Ahmed, Dean of Faculty  , they discussed several topics related to  the Algerian Universities  and to improve students' conditions to prepare for their thesis  of graduation, and the working conditions of  universities teachers and the obstacles faced by a number of them with respect to their transition to complete their research in academic abroad, they met also  with Dr. Yusuf  Hashi , constitutional expert to discuss the possibility of preparing for parliamentary days in Algeria and commissioned to the  Media Advisor to follow up all developments in this regard and agreed to  conclude  the final agreement on December 12, 2015

Dr. Fawzi  Oussedik  in  the second day present   lecture titled, human rights    law  and international humanitarian law ,  agrees  or differentiation?  in the presence of Dr. Yusuf Hashi, Chairman of the Scientific Committee of Faculty of Law, Ain Temouchent University , Dr. Kharchi Omar Muammar, Chairman of the Organizing Committee , Dr. Lareed Mohamed Ahmed, Dean of the Faculty of Law and a number of specialists in international humanitarian law, in addition to presence of the media. several interventions by  lecture and  students of doctoral and master  from a number of universities where Speakers focused on the harsh conditions experienced by the Muslim minority in Burma and the IFIHL role in alleviating this crisis. Dr. Oussedik  was honored by the protection informant of the Human Rights, where he was granted Certificate and membership of the Scientific Committee of the Journal of Justice Studies.

They were  moving to the headquarters of protection informant of human rights to sign a memorandum of understanding and cooperation between the IFIHL  and the protection informant for the exchange of experiences between the two institutions in the academic and scientific field, this event  in the presence of Dr. Yusuf Hashi, a constitutional expert and Ms. Radiah  Sahrawe , IFIHL Media Advisor.

The two parties agreed on several topics, including:

- The commitment of both parties to work in  implementation of the policies included in  the MoU  and assigned the IFIHL  Media Advisor to  follow-up the agreement entry into force and claim detective periodic report every three months for completed activities and obstacles facing the two parties with knowledge of  solutions required to do so.

- To prepare for a moot court for  students annually between university of  Ain Temouchent and University  of Saaeda  in Algeria,  and framed by IFHL . With circulated to all universities.

- Agreement on strengthening the protection of human and Library Faculty of Law at the University of Ain Temouchent and send  100 copies  of the tenth issue of Al-wasya journal .

- To prepare a proposal for an international meeting by the protection informant of human rights and invite a number of visiting professors to help students for  prepare  their graduation thesis .

-To  pursuit  the  universities abroad to receive the research professors at the University of Saaeda  in Algeria and provide facilities for them to use the library in order to complete research and their own studies.

At the last visit, Dr. Oussedik participated in the graduation discussion for student Mohamed Ismail Hashi  thesis  entitled crime of aggression between public international law and the International Criminal Tribunal for Master decree in  international law and international relations.

 


Visit to the African Institute of International Law and

African Court of Human Rights Arusha, Tanzania

Dr. Fawzi oussedik ,Chairman of  the Islamic Forum of international humanitarian law (IFIHL) , visited the African Institute of International Law and African Court of Human Rights Arusha, Tanzania in  Arusha, Republic of Tanzania on  May 26 to June 2, 2015 and met with His Excellency Dr. Thati  Mohammed Dean of the African Institute of International Law, in the presence of Mr. Ahmed Zeyrah ,representative of the Qatari Red Crescent Society, where they  agreed to  draft a memorandum of understanding(MoU)  on  cooperation between the IFIHL  and the African Institute, the most important things  agreed upon are  the followings:

- Organizing seminars for the definition of international humanitarian law and its relationship to the Islamic Sharia provisions .

- Exchanging  experiences and cooperation in the academic field.

- Preparing for an annual conference on  topics related to international humanitarian law.

- Creating word Prize for law  students in order to activate their  intellectual , scientific abilities and encourage them to continue their interest in legal studies.

- Providing  the library Institute with books Al-wasya journal  and to continue to send new ones.

Dr. Fawzi also visited the headquarter of African Court of Human Rights in Arusha, he met with  the judge Dr. Fatih  Aoukrkoz. former Vice-President of the Court and Director of the African Centre for Human Rights, they discussed the possibility of cooperation in the academic field between the two institutions and visit the headquarter  Court library and he  agreed to provide it with books and Al-wasya journal.

 


Participation in the seventh training course in the field of international humanitarian law

Riyadh, Saudi Arabia

Dr. Fawzi oussidik, Chairman  of the Islamic Forum of international humanitarian law (IFIHL) Participated and presented a paper entitled "The importance of the application of international humanitarian law in the Arab legislation" on the first day of the training course , and was commissioned in the second day chaired the first session of the second axis: the role of international humanitarian law in the maintenance of world peace  and Dr. Mohammed Ha. Elasbali, Reporter of IFIHL  Participated in the work of the Arab 7th  training course in the field of international humanitarian law under the title of international humanitarian law and world peace  held on April 13 - 15, 2015, which was organized by the Arab Organization of  the Red Crescent and Red Cross ( ARCO), in Riyadh - Kingdom Saudi Arabia and he  presented a paper entitled "The Role of   Red Crescent and the Red Cross National Societies in the dissemination of international humanitarian law" in the first day of the training course, and was commissioned in the second day to chair the second training course of the second axis: the role of international humanitarian law in the maintenance of world peace.

 

The work of this training course contained the following themes:

The first axis of international humanitarian law, the historical background and the role.

The second axis: the role of international humanitarian law in the maintenance of world peace.

The third axis: the role of the permanent International Criminal Court in the establishment of world peace.

  (14) researches  were presented, and attended by delegates from several government ministries and armed forces of Saudi Arabia , organizations and representatives of some the Arabic Red Crescent and Red Cross National Societies  and Islamic organizations attended this course.

Dr. Abdullah Al-Hazza, the ARCO Secretary General invited for a meeting of Dr. Amer Zemmali , Dr. Mohamed nchenash  , Dr. Btahir Bojalal and Dr. Mohamed Elasbali to evaluate the work of this training course , and to discuss the implementation of the decision to establish an Arab Academy of International Humanitarian Law, and to complete information documenting the history of the ARCO General Secretariat.


The meeting with the head of the Islamic University in Uganda

Dr. Mohamed Elasbali,Reporter  Islamic Forum of international humanitarian law (IFIHL)  Metin Jeddah on December 8, 2014, with, HE. Dr. Ahmed Singedoe, Rector of the Islamic University in Uganda, and has been discussed implementation of the third moot court program, organized by the IFIHL in collaboration with the Faculty of Law in Impale, for the  students of three Law  faculties in the Islamic University in Uganda, the discussion consecrated on   the date of implementation of the court program, and identify issues that the Court will be addressed this year, which would be about the issues considered by the Arusha  criminal court, and the results, it reached in the program of postgraduate diploma in international affairs and humanitarian  diplomacy,  proposed by IFIHL to be  in the Law Faculty in Impale, the discussion were also on  how to support  the technical college for Girls Impale , and the possibility of inviting Dr. Ahmed Singedoe, the Rector of Uganda university to visit the IFIHL headquarters for the follow-up  the arrangements the said support.


The signing Memorandum of Understanding (MoU) between

College of Religious Studies, Mahidol University

and The Islamic Forum of International Humanitarian Law

 Dr. Fawzi Oussedik, Chairmain of the Islamic Forum of international humanitarian law (IFIHL) and Dr. Dr. Wathinee Boonchalaksi, Dean of the College of Religious Studies, Mahidol University Signed on 27 November 2014  the MoU to launch a dialogue between Islam and Buddhism on the sidelines of the international conference on climate change, energy and values on 27-28 November 2014 , which was organized jointly by all of  Mahidol University and the German Konrad Foundation, and the Qatari Red Crescent Society , the signing ceremony, which was organized by the International Institute for understanding Islamic Buddhist, attended Dr. Mohammed bin Ghanim al-Ali Maadheed President of the Qatari Red Crescent Society  , along with a number of VIPs who attended the signing ceremony  is  Professor Malcolm Wilson winning of the Nobel peace Prize in 2007 jointly with US Vice-President Algor  , Professor Stefan Rutlan Executive Director for Social Responsibility Consulting , a number of deans and presidents of universities such as Dr. Korn Cannock Sarbirom, Head of the School of Environmental Studies at the University of Mahidol.

2. The two institutes agree to promote and develop cooperation through the following:

(a) Both the parties will jointly cooperate to promote academic and research projects about Buddhism and Islam understanding at academic and grassroots level by organizing cooperation through jointly organizing annual conference and exchange of academic materials, publications and related information on Buddhism and Islam views in areas of:

1)  Human Security and Development,

2) Promoting social inclusion and peace,

(b) Both sides will put effort to seeking funding from various sources for collaborative activities.

The parties intend under a MoU to organize an international seminar on " Humanitarianism: "Religions and Protection of  Civilian  Persons " on May 8 - 9, 2015, and it coincided with the revival of the World Day of the International humanitarian  Movement, and the seminar focus on respect for  Human dignity - Guarantee protection of civil person in diverse societies – the rights of population, children, women, refugees, migrants, etc. will the parties to achieve the objectives of the MoU as required by the coordinators representing both of them, and the duration of the MoU (3) years from the day signed by the authorized signatories.

The MoU may be revised or modified within its period of validity by mutual consent. It may also be terminated by either party within that period by giving not less than 3 months written notice to the other Party.


Seminar to maintain dignity

Humanity in times of armed conflict

Dakar - Senegal

The Islamic Forum of international humanitarian law ( IFIHL), in cooperation with the Senegalese Red Cross Society  organized seminar on maintain human dignity in times of armed conflict, which was held on October 30 - 31, 2014 in Dakar - the Republic of Senegal and in presence of the International Committee of the Red Cross representative in Senegal , and more than 40 participants from specialists and those interested in international humanitarian law, scholars and imams  and religious representatives from West Africa, which has been and continues to play an important role in political and social life of families and contributed some do in the publication and promotion of international humanitarian law in the region, the IFIHL delegation participated in the works of this seminar , which consists from:

- Dr. Fawzi Oussedik IFIHL Charmin.

- Professor Mustafa Kayati.

- Ms. Radhia Sahrawi , Media Advisor.

The  opening of  seminar  work  was opened by  Dr. Abdel Aziz Diallo President of  Senegalese Red Cross Society , Mr. Emam Omar, Chairman of the Advisory Board, Dr. Fawzi Oussedik, IFIHL Chairman, Mr. Saido Noroba former ambassador to Senegal, Algeria, Mr. Famory ndiay , Member of the Islamic Committee of the International Crescent (ICIC), Mr. Mahamadou Paroo head of the union of journalists, Mr. Osman Saleh Traore, member of the Islamic Supreme Council Bbamako- Mali and  Alhaji Kawso AMD Sharia Court judge in sidiou - Senegal.

 

 First day: October 30, 2014.

- Islam treatment of  civilians and prisoners in times of war, Professor Mustafa Kayati.

- The role of religious families in West Africa in the promotions and deployment of the principles of international humanitarian law in accordance with the Islamic rules , Dr. Abdul Aziz Kebie.

- Look to Islam for protection of medical persons  in times of armed conflict, Colonel Musa Baba Denny and researcher Soleimani Diati.

The second day, Oct. 31, 2014.

The second day of the seminar saw establishment of workshops to discuss the proposals of part icic parts and come up with recommendations about the contribution of Islam in international humanitarian law and protection of human dignity in times of armed conflict.

Meetings and visits:

IFIHL Delegation  held several meetings with Abdul Aziz Diallo, president of the Senegalese Red Cross and Mr. Emam  Omar, Chairman of the Advisory Board and Ibrahima Tounkara representative of the International Committee of the Red Cross, where they discussed the preparations for the seminar and topics of common interest procedures, and met  with Dr. Secretary Sisi Nias Director Media Cluster "the dawn", a director of television channels and radio as well as the national daily, where it was agreed to establish a joint cooperation between the compound and the IFIHL a delegation, and received at to the Republican Palace by Ms. Fatou Daniel Dayan, minister and director of the wife of Senegalese president's office, and has been discussed topics of common interest and closer cooperation with the Islamic Forum Links.

The delegation paid a visit to the island of gore, "Island of slavery" to see the projects that IFIHL has contributed to accomplish the most important project of the mosque , Koranic school addition and met with  Mr. Okstan Snkor mayor to consider the strengthening of friendly relations and the prospects for the future and the effective cooperation between the two parties.

lDr. Fawzi Oussedik,IFIHL Chairman paid a working visit to Thailand, where he met with Prof. Youseph Imtiyaz , director of Al-tafahom (understanding ) Institute of the Islamic / Buddhist in Mahidol University - Bangkok, which is considered among the most important scientific institutions, leading understanding of the Islamic/ Buddhist and considered as one of the most powerful institutions influencing in public life in the Kingdom of Thailand, the two parties agreed to develop a Memorandum of Understanding between the IFIHL and the Institute to organize cooperation to be signed in 2015, and in this occasion, will be organized an international seminar on "the protection of civilians in armed conflicts in view of Buddhism and Islam", in the framework of an effective dialogue between Islam and Buddhism.


IFIHL Chairman also visited the Crescent Educational Foundation CEF, Crescent International School (CIS). the only Islamic School in Thailand, which was created in 2008 and includes more than 400 students from more than 40 different nationalities, and he met with those in charge of the school administration and met with the students and listened to their concerns and ambitions and aspirations for the future.


Dr. Fawzi , IFHL Chairman paid a working visit to Rangoon capital of Myanmar and met with Professor Taha Hala Shao, President of the Myanmar Red Cross (MRC) and Ms. Unloklrk , Head of Regional Office ,of the International Federation of Red Cross and Red Crescent (IFRC ) , at the MRC headquarters in the presence of the delegates of the International Committee of the Red Cross, and representatives of the Red Cross in Denmark, United States , Australia, it was agreed by all parties on the need to organize a seminar on the establishment of links effective dialogue between cultures, civilizations and religions, through organization thinking circle on (social peace building) in Myanmar on late November 2014 , in partnership with the IFRC and in presence of the Red Cross and Red Crescent Societies in Laos, Cambodia,

Myanmar, Thailand, Malaysia, India, Sri Lanka, Brunei, Qatar, Lebanon, in addition to the participation of the Ministry of religions, and research institutions, and government, and representatives of the Muslims in Myanmar.

Dr Mohamed H. Elasbali , IFIHL Reporter at his request has met with the IIHL administration on Friday 05/09/2014 on the sidelines of the 37th roundtable on the hostilities: practice, practice, law, the future, and that held in San Rem - Italy on September 4 - 6, 2014 , organized by the IHHL , the meeting was attended by Prof. Fausto Pocar ,IIHL President and Dr. Stephanaa Baldini, IIHL Secretary-General,

both side examined the memorandum of understanding draft between IIHL and IFIHL , they emphasized on the importance of cooperation, especially as their goal, one which is dissemination and promotion of international humanitarian law for the benefit of the parties, and it was agreed to submit a new MoU draft by the IIHL administration to organize their relations.

Dr. Fawzi Oussedik IFIHL President Islamic Forum of international humanitarian law (IFIHL)   participated  in a training course  held here by the International Institute of international humanitarian law (IIHL)  in (San Remo) Italy for  military personnel to support (11) military officers from Arabic-speaking teaching  them with legal and humanitarian  culture,

 during armed conflict ,in this course  were  several lectures, including a lecture by Dr. Fawzi Oussedik IFIHL President, on international humanitarian law and Islamic Sharia under the title of "agree or differentiation!!" the audience expressed about course success and commended the efforts for the definition of the rules of international humanitarian law and the relevant Islam provisions .
