Article
(2) The identity:
The ISC.IFIHL specialist device belonging
to the Islamic Committee of the International Crescent (
ICIC) , for organizing training courses, seminars and
research on topics of international humanitarian law (
IHL) in view of Islamic sharia , customs and
traditions of Arabic and Islamic countries , Based in
the Qatari Red Crescent Society , Doha - Qatar.
Article
(3) The tasks:
The ISC aims to do the following general
tasks:
1. Organizing IHL seminars and training
courses.
2. Developing research and studies on
topics of seminars approved or any other topics assigned
to the ISC.
3. Promoting IHL.
4. Issuance annual and periodic reports
and bulletins on the ISC.IFIHL activities.
Article (4) The
ISC formation:
The ISC formed from academics and experts
in international law part-time, they are selected in
their personal capacity by the ICIC President for four
years and may be re-select all or some of its members.
Article (5) The
ISC functions:
The ISC functions are the following
duties:
1. to develop plans and programs of work
progress to achieve the general goals.
2. to develop executive program for
seminars, training courses approved.
3. to draft a financial budget for
approved seminars for approval by ICIC.
4. to assign one of the ISC members to
follow up the implementation of seminar or training
courses or more as the case.
5. to study reports of the ISC general
activities offered by the IFIHL Chairman and the IFIHL
Reporter's.
Article (6) the
ISC composition and functions:
The ISC are composition and
functions as follows:
1. The Chairman of ISC:
The Chairman of ISC to invite ISC
meetings , chairing and signing its minutes with the
Reporter's of ISC and follow up the implementation of
its decisions and recommending , selection of its
members and draft its report.
2. The Reporter of ISC :
The ISC Reporter draft ISC meetings and
signing its minutes with the Chairman of ISC and
follow up the implementation of its decisions and
recommending , selection of its members and draft its
report.
3.The ISC members:
The ISC members assigned collectively or
individually to implement the functions mentioned in
Article (5) of IFIHL Regulation.
4. The ISC secretariat:
The ISC Chairman and the ISC Reporter's,
both will assigned its Secretariat of the ISC's work
and provide periodic reports on the work progress to
the ISC meetings.
Article (7) The
ISC meetings:
The ISC meets once a year upon invitation
of its ISC Chairman or two of its members or at the
request of the ICIC President . and apply for its
meetings the ICIC rules of procedure.
Article (8)
General supervision:
The general supervision and adoption of
the ISC works ,its plans , work programs , financial and
interim reports will be by ICIC President in
consultation with the President of the Qatar Red
Crescent Society.
Article (9)
Funding:
The funding of ISC activities as follows:
1. The Qatar Red Crescent Society to
provide facilities for the ISC administrative and
financial work.
2. The ISC put its financial budget for
the seminar and training course approved and submitted
it to the ICIC President , who in consultation with the
President of Qatar Red Crescent Society on adoption and
how to finance it.
Article (10)
General provisions:
1. The ISC in its headquarters will apply
the regulations and procedures applicable in the Qatar
Red Crescent Society.
2. The ISC will draft its permanent and
temporary regulations for methods of its works ,
seminars and training courses and present it to the
ICIC President for adoption.
