National Day of International Humanitarian Law (IHL)
in commemoration of the commandment (Al-Wasya) of the
Caliph Abu Bakr Al-Siddiq (may Allah be pleased with
him)
(on 14 Safar 11 AH, on May 09 of each year)
The 30th Session of
the Islamic Committee of the International Crescent (ICIC)
has recommended to adopt of May 9th each
year of international humanitarian law (IHL) in the OIC
countries. This recommendation was transmitted through
the OIC General Secretariat to the 42nd
Session of the Council of Foreign Ministers of the OIC
Member States, 28 May 2015, which issued Resolution no.
41/1, paragraphs 20 and 21 "approving the adoption on
May 9, each year of IHL and Islamic Sharia , in order to
issue Al-Wasya of Caliph Abi Bakr al-Siddiq (may
Allah be pleased with him) on 14 Safar 11, Day (May 09
of each Year) recommended by the Commander of the
Islamic Army Osama bin Zaid, may Allah be pleased with
him, which was heading to fight the Romans in 634 AD),
the first document containing the humanitarian rules
included the rules of human treatment in time of war.
The resolution called on OIC
Member States to revive this day and take the
opportunity to take concrete measures to strengthen IHL
with the relevant Islamic provisions, especially the
rules contained in Al-Wasya and applications of
the historical heritage of Islam, to respect this law in
all cases of its application and to suppress its
violations.
The ICIC was entrusted with the
task of following up on the implementation of this
resolution to Islamic Forum for International
Humanitarian Law (IFIHL). A coordinator was assigned to
this mission to contact the concerned parties of the OIC
member states to commemorate the day and a plan of
action for regional meetings of national commission of
international humanitarian law, and to send it to the
national commission of international humanitarian law
and the Red Crescent and the Red Cross Societies in the
OIC member states.
